XOPS technology enables GSE Pooling at Hong Kong International Airport
The Business Challenge and Solution
In July 2018, Hong Kong International Airport led a roll out of an On-stand Ground Support Equipment (GSE) Pooling Scheme, deploying approximately 250+ Electric GSE as a resource-sharing initiative. The key objectives were to both unleash existing untapped capacity and create new capacity in the ramp handling process, as well as lowering the emissions generated by ground support equipment. This concept revolutionized operations of ground handlers, which originally involved each one providing their own GSE and moving them around the apron areas as needed, to the Hong Kong Airport Authority providing a set of critical environmentally-friendly GSE on each stand for use by the ground handler, on a shared / reserved basis, and at agreed fixed rental prices. Phase 1 was implemented on 6 July 2018 at the Midfield Concourse.

The on-stand GSE provided were all installed with the XOPS state of the art telematics system, and connected to GSE CAN bus technology to monitor, in Real-Time, critical information such as state of charge, loading status, safe docking systems & engine management codes. The GSE included equipment supplied by TLD, JBT, SCHOPF, CHARLATTE, WEIHEI and included electric Lower Deck Loaders, electric Conveyor Belt Loaders, electric Passenger Steps and Main Deck Loaders, electric Baggage Tractors, Powerful Tractors and Cool Container Dollies.. The XOPS FMS (Fleet Management System) & OMS (Operations Management System) platform was chosen for the management of the GSE.
XOPS FMS enables advanced Real-time monitoring of all critical operating parameters for the GSE (e.g. vehicle access control (VAC), State of charge of electric GSE (SOC), highly accurate geo-fencing, battery charging status, maintenance planning, etc.), to optimize the productivity and maximize the operating life of the GSE. XOPS Vehicle Access control is implemented to ensure that only trained operators are allowed to use the GSE to ensure safety, security and accountability of equipment use. The advanced data capture from FMS drives the outputs from XOPS OMS.
XOPS OMS enables automatic allocation (reservation) of GSE to specific flights depending on aircraft type (Narrow body/Wide body etc), flight turn around requirements, and the flight schedule and the availability of correct GSE. XOPS OMS is connected to the flight information systems, and other relevant third- party systems that feed the flight turn around process (e.g. Resource Management Systems). The intelligence of XOPS OMS allows for hundreds of decisions in a matter of seconds to allow for the complex and constant changes in the airport environment.

The GSE Pooling Scheme has been running smoothly since July 2018 and has achieved its target performance standards. The fleet of 250+ GSE in use today is expected to increase to around 1,000 upon full implementation in 2024. For the nine months of operations (July 2018 to March 2019), 64,952 flights were handled by the pooled GSE. All flights had GSE standing-by 1 minute prior to aircraft arrival as per performance standard requirements.
